Puppy Linux is a LiveCD Linux distribution.

A LiveCD is an operating system (typically containing other software as well; AKA OS) stored on a bootable CD-ROM or DVD-ROM that can be executed from it, without installation onto permanent media, such as a hard drive. The system returns to its previous OS when the LiveCD is ejected and the computer is rebooted.

A Linux distribution is a Unix-like operating system comprising of the Linux kernel, the GNU operating system (or most of it), other assorted free software/open-source software, and possibly proprietary software. One famous Linux distibution which you may have heard of is called Red Hat Linux.

In short, Puppy Linux is an operating system you can use in place of Windows.

  Not sure why you give puppy version as 4.00 to download; all I can see is puppy 3.01 as the latest on the download link you give.

Puppy Linux is fast, user friendly, and VERY customizable.
Packages can be added many ways,including gslapt slackware
packages and Puppy`s own PET package system. Puppy has a robust
user base and forum and is very noobie friendly, and comes in a variety
of "flavors" created by its users as well as its official releases..
Puppy 4.00 needs 256mb of ram to run well, however older releases 3.xx/2.xx will run on as little as 64mb, and will run very fast on 128mb..
Puppy can be run as a live cd, as a Frugal install or a full HD install,and can be installed onto nearly anything (CD/DVD/USB/SD/Ipod..ect.)
Most Puppy releases are sub 100mb ISO`s, though some reach 4/500 mb.
Puppy will run a variety of window managers including Compiz-Fusion
and Enlightenment, and the full host of GNU software.
